This is the best article I have seen on pinning cylinder sleeves on the 3.9,4.0,4.2 and 4.6 Rover V8. As to cause of the slipping there are many theories. The new Comcast blocks seem to have cured the problem. Probably better quality control, thicker aluminum behind the liners and a tighter interference fit. As far as the cracking and coolant leaks that result. My theory is the head bolts are bottoming out. I would recommend head bolt washers or use studs. There is a video of a guy removing the sleeves on a gas barbeque. Using a bag of dry ice and welding gloves they pulled right out.
