SB712 Jay Leno and Senator Shannon Grove introduced 3/04/25. If passed means NO smog inspections for any vehicle 35 or more years old, (rolling age) !

About time!
Fingers crossed!
We have no smog for 86 and prior. Must not show over-much visible smoke.
And such cars can be driven in low-emissions zones, which even to me seems rather odd.
Currently we also have no annual road test for 40yo and up, although that may change. The idea that I could have driven my rotten-as-a-pear Rolls with no test is slightly alarming.

"Must not show over-much visible smoke."
Sounds quite subjective, Ivor. One inspector's "not much" smoke may be another's "over-much".
Yes. If the inspector likes old cars, you're good to go. If not, they can catch you with things like worn valve guides.
One can always opt for the smog... at idle:
CO max 3.5% (I can check that with my meter)
HC max 1200ppm
Smoke... not much.
