Pretty sure it only has one fuel tank. The upper "fuel" tank is the air reservoir for the bagged suspension.

The seller didn't answer any of the many substantive questions about the car. Personally, I thought it was very unattractive. One of the ads I linked to said there were all the original booklets and diagrams that went with the car, probably would have helped to show them in the ad.
