An unfortunate example of poor planning and worse execution.  The concept had potential

I believe it was all intentional.

Which rather says a lot about the builder's state of mind. But I'll not judge, it isn't my car. Don't usually see that kind of thing based on a top end vehicle though.

This is a totally different Rolls and built for a different purpose. The World Cup Rally was held in 1970 and a man called Bill Bengry entered a Rolls Royce Silver Shadow. Perhaps the above car was inspired by Bill's earlier project, here is a photo;
