A long way from being 'streetable' but perhaps a source of parts... or even as it is. Well, it does have a passenger seat lol.

What's a '2 x steering speed increaser'?

Definitely a purpose built machine. I think that is a small gearbox that goes on the column. Probably helps in autocross.
