I have the older 14cux rover EFI system in another car but i am not familliar with this later version
It idles are 2500rpm when cold. RPM doesn't drop till its warmed up.
Is this normal for this EFI system??

If you're asking about the GEMS EFI, that's sort of what mine does. Mine (4.0L) idles at 1000 rpm until warm and then drops to 700-800 rpm. I think 2500 is too high.

It has no distributor so i guess its a GEMS?
When started it idles at 2000, drops to 1000 then rises to 2600rpm in under 2 minutes.

It's a GEMS (General Engine Management System) which was a joint venture between Lucas and Sagem.
The IAC (Idle Air Control) is a stepper motor (solenoid) that controls your idle speed. When the motor idles high it's usually a sign that the variables need to be reset by either a dealer or independent shop. Independent is the way to go, much less expensive.
Yours is idling way too high. Tim's is spot on.
Another problem with high idle is if the variables can't be reset it's usually corrosion (water) that has effected (corroded) the ECU (Engine Control Unit) contacts or traces.
